MISSION

PBMED exists to coordinate sector Planning and Budgeting as well as facilitate the inculcation of a performance-driven culture in the Civil Service through the formation and dissemination of relevant policies and operational guidelines for efficient service delivery and improved productivity.

FUNCTIONS

Performance Management Unit

  • Manages the implementation of Chief Directors’ Performance Agreements with guidance from the Head of the Civil Service.
  • Reviews and rolls out templates and operational guidelines for the signing of Performance Agreement Documents.
  • Monitors compliance with guidelines on Performance management and reports to the Head of Civil Service.
  • Manages the service-wide implementation of the Electronic Staff Performance Appraisals Reporting Process and prepares composite reports on the Planning, Mid and End-year Phases.

Planning and Budgeting Unit

  • Coordinate the preparation and implementation of OHCS Sector Medium-Term Development Plans.
  • Coordinate the preparation of Quarterly and Annual progress reports on the implementation of the OHCS sector Medium-Term Development Plans to NDPC.
  • Coordinate policy formulation processes for improved productivity across the sector.
  • Prepare the OHCS sector Annual Budgets in line with the Public Financial Management Act 2016, Act 921.
  • Monitor implementation of OHCS Annual Sector Budget and report to the Ministry of Finance and relevant stakeholders.

Clients Service Unit

  • Develops appropriate policies and guidelines for the management of Service Delivery Standards in the Civil Service.
  • Collaborates with the Management Services Department (MSD) to validate Client Service Charters and facilitate the approval processes for Civil Service Institutions
  • Facilitates the establishment of functional Clients Service Units in Ministries & Departments (M&Ds).
  • Monitors compliance of the service delivery standards of M & Ds and prepares reports.
  • Collaborates with the Training Institutions for the provision of relevant training in Client Service for CSU Officers
