mandate to provide the requisite leadership, manage the human resources and promote the organizational development of the Civil Service to enable it respond positively to the needs and<\/p><p><strong>VISION<\/strong><\/p><p>A client-oriented organisation providing world-class policy advice and services.<\/p><p><strong>MISSION<\/strong><\/p><p>The Office of the Head of Civil Service exists to manage human resources, and promote efficient records management, organisational development, and value for money procurement for the delivery of results-oriented, knowledge-driven services by Civil Service Organisations towards the attainment of national goals.<\/p><p>\u00a0<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p><strong>FUNCTIONS OF THE OFFICE OF THE HEAD OF THE CIVIL SERVICE (OHCS)<\/strong><\/p><ul><li>Formulate\/review the HRM related policies, guidelines, standards, and programmes for the Service and facilitate their implementation.<\/li><li>Monitor and coordinate all Human Resource Management related programmes in Ministries and Departments to ensure uniformity in the application of rules and adherence to standards.<\/li><li>Develop and ensure the implementation of a robust performance management system for the Civil Service.<\/li><li>Develop and facilitate the conduct of systematic, competency-based training for the acquisition of skills consistent with the needs of the Service.<\/li><li>Exercise oversight responsibility for the management of Civil Service Training Institutions.<\/li><li>Develop record management policies and standards for records keeping in public institutions.<\/li><li>Monitor and restructure the record management system and train staff in line with international best practices.<\/li><li>Provide requisite environment for the storage, retrieval, and use of archival materials.<\/li><li>Design and Institutionalise structures and systems to facilitate effective and efficient delivery of public procurement and Supply Chain management processes in the Civil Service.<\/li><li>Develop\/review standard operating procedures to guide procurement and supply chain managers.<\/li><li>Monitor annual procurement plans for Civil Service class=\"textarea\"><p>Evans Aggrey-Darkoh (PhD) had his Ordinary Level Education at Nyakrom Secondary Technical School and joined Swedru Secondary School in 1988 for his Advanced Level Education and completed in 1990. He later earned a Bachelor of Arts Degree in Political Science with Philosophy and a Master of Philosophy in Political Science with focus on Public Sector Productivity from the University of Ghana, Legon. Subsequently, he obtained a Doctor of Philosophy in Political Science with specialization in Public Policy Making from the same university.<\/p><p>He lectured at the Department of Political Science at the University of Ghana and served as an adjunct lecturer at the Ghana Institute of Management and Public Administration (GIMPA), the Ghana Armed Forces Command and Staff College and the Kofi Annan International Peace Training Centre, Ghana.<\/p><p>He has published in both Local and International Journals in areas such as Parliament and Public Policy Making, Taxation Policy, Traditional and Modern Political Orders, Institutional Development, Judicial Politics, Elections and Democracy among others.<\/p><p><a href=\"https:\/\/grsoftsolution.com\/ohcs\/team-details\/\" target=\"_blank\"
